The rate at which frame are fed to the codec

Remarks

By default, this is the same as InputFrameRate, but some codecs (especially when combined with DICOM rules) have specific requirements, so this can be set independently. If the input and output rates differ, then the ffmpeg "fps" filter is applied to duplicate/drop as required.
