The default value of this property is derived from the TolerateBadOffsets value of the internal registry, which in turn has a default value of 0, causing this property to be false.
Setting this to true may enable some otherwise unreadable DICOMDIR files to the read, but as the bizarre mechanism used to organise DICOMDIR files is based on using offsets, the resulting DicomDataSet may not be a complete representation of the file.
