NeedsPlanarConfigTransform Property (SimpleCodec)

Lets a caller to Decompress tell whether data needs to be transformed following decompression. It is only relevent if the image has a Planar Configuration value (0028,0006) of 1.

For the simple codec, the value comes from the constructor
